The International Catalogue of Heavenly Bodies (ICHB.ORG) operates within the territory of the Russian Federation and the member states of the Commonwealth of Independent States through a system of officially authorized representatives. This structure ensures interaction with national astronomical organizations, research institutes, educational institutions, and individual applicants in the region, and coordinates procedures for registering names of celestial bodies in accordance with the legislation of the participating countries.
In 2021, a strategic expansion of the representative network took place: functions related to working with the general public, scientific organizations, and the popularization of astronomy were transferred to a specialized institute, which improved service quality and expanded the range of provided services.

Strategic Significance of Authority Transfer
In 2021, in order to optimize work with a broad audience and expand the range of services, part of the functions of the general authorized representative was transferred to a specialized institute — the Scientific Research Institute for the Development of Sciences. This decision enabled:
- Increased service accessibility — creation of a specialized portal for working with individuals and organizations.
- Expanded educational activities — launch of astronomy popularization programs and outreach projects.
- Improved information support — prompt consulting on all matters related to the registration of names of celestial bodies.
- Developed regional network — establishment of partnerships with astronomical organizations in various regions of Russia and the CIS.
